You should lose all the eye-liner. Your eyes already are bold enough. Since your head is round shaped you should do a hairstyle that will make your face look like your features are more enhanced.

Get some bright nail polish.

Grow some hair.

Shave some hair.

Lose some weight.

Get some cover up for them pimples on your chin.

Your look is good now but, you would also look good with blond hair.

Grow your hair longer, or get extensions...

Maybe add some side swept bangs in there?

Ohh and dye it.

Maybe blonde or dark dark brown!
