Summerlicious in Toronto?

How do I sign up for this and where can I get info? How does it work? Do restaurants just participate and you go in the restaurant and or do they go to some hall or something and you go in there and pay?

Go to the Summerlicious website noted above and make sure you make a reservation early.  All the good restaurants fill up quickly.  I'm not really a fan of Summer or Winterlicious because it is very stressful on the staff; the kitchen and alot of the high end restaurants are very condescending to the "licious" patrons.

You can just go and visit the restaurant who is participating in the summerlicious program. They usually have special summerlicious menus with their offerings.
