  1. When you cut the dead flower off, the seeds can be dried and planted next year.

  2. Are you talking about a regular sunflower or the giant sunflowers for seed?  If it's a regular garden sunflower, by all means cut the dead bloom off back to a leaf or bud junction.  Most all of the regular or miniature sunflowers have more than one bloom per plant.  If you have a giant you may be looking at a leaf bud since the giants generally only produce a single bloom.

  3. patricia has it right..simply cut the  drooping flower off..and put in a vase of water to enjoy it a few more days..once it is so drooped it isnt pretty no more..hang it to dry..then save the seeds for the next season to plant

  4. Remove dead flowers.  Cut flowering stems almost to ground level after flowering.

Division in early autumn or in mid spring is easy.  Cut down any remaining stems, fork up the clumps and pull away rooted offsets.  These can then be replanted.
