How would you design a scientific study to determine the effectiveness of different approaches to population stabilization? How would you account for factors such as culture religion, education, and economics?

This is a question from an environmental science course on the impact of man on the environment. Yes it is homework, yes I am stuck on it. Yes I am asking for help. My short answer would be to hire someone to do it for me but that is not what I want to put down. If you could point me in the right direction I would appreciate it. If you want to harp on my, save your breath, I am asking for help because I need it. I have already done 30 other questions and a lab. I am not trying to get my work done for me.

  1. Simplest method would be just common statistics and desired targets as goals.

    Usually to evaluate effectiveness they are comparing desired effect with reality, and percentage deviation is called efficiency.

    From economic perspective culture and religion actually doesn't matter, it usually work as factors which are slowing down development. More important factor for economists (within given list) is education because it trains human capital directly thus improving production resources.
