having a new captain wont make a difference

its the individual players who will and whether cooperation exists between the players and so far the english players never tend to  play as a team

they need to do that if they are to achieve anything

No - they have to qualify for the tournament in the first instance.  They were unable to foot it with the best sides in Europe (i.e.they were not good enough to play at Euro 2008, wonby Spain),so their passage to the 2010 is no certainty, let alone their ability to win the 2010 tournament.
