I'd say NYPD, but I'm British so that answer comes only from news reports and movies/TV shows, therefore rendering my answer ultimately pointless and a waste of our time. Ha ha. Sorry! :)

Depends on what your defination of "overall" means.  Do you mean in terms of benefits?  Promotibility, Population to Officer ratio?  After assignments in patrol and specialized detective units and speaking with friends on the NYPD, my feeling is that LAPD is still better.

Please define "better."  Do you mean with greater closure rate; lesser rate of illegal conduct by cops; better crime prevention programs; better pay for cops?  Any of the million other ways in which we could judge a cop shop?

I say LAPD. They seem to be better about the number of shots they do fire. They doubletap and reevaluate. NYPD empties like three magazines before reevaluating.
