  2. Partly cloudy really means mostly sunny.     Partly sunny means there are mostly clouds covering the celestial dome.

  4. UGH, if only.  I dont know how much more of this I can take. I just want to wake up to the crack of dawn, not the crack of my mom screaming get up.

  5. Well, to answer your question as worded, that would be when less than 50% of the sky is covered by clouds.

    But, the sunny/cloudy thing actually used to be used to represent time of day.  It makes no sense to say "Partly Sunny tonight at Midnight, with temperatures in the seventies."

    Partly Cloudy is (roughly) equivilent to Mostly Sunny.

    Mostly Cloudy is (roughly) equivilent to Partly Sunny.

    In recent years, though, most broadcast meteorologists have stopped using Partly Sunny (in my experience, anyway).  I was just noticing the other evening that the Weather Channel meteorologist that is on the radio station I drive home to said, "Mostly sunny tomorrow morning, becoming mostly cloudy by afternoon."
