Suzuki 4hp silver model with blue writing?

when attempting to pull start, this is what happens . set the throttle to start, pull choke out revs go very high puts the choke back in and it cuts out will not idle will only run on very high revs, it has been stored over the winter months but this is the first time it has happened

I bet you did not empty all the fuel out of the carb before you stored the engine ! The petrol evaporates (over winter) leaving the previously mixed oil,which forms a waxy plug in the jets .(in your case,the idle jet)  Remove,clean and reinstall,should fix it.

float switch is gummed up due to the fuell being old a quick clean of the carb will sort it out.
