a friend of mine just had a murder mystery (like Clue) and it was a blast.  You could also do something like who stole the tiara and have like a pagent theme w/ swimsuit and ball gown/prom dress on the "runway"

Make it like a costume/ball kind of theme. Because a ballgown and a suit is a costume. And Halloween is in October. So have a ball Sweet 16! Hope you have a good time!
