System hangs. everytime i switch on my modem my computer hangs. if i restart with the modem

everytime i switch on my modem my computer hangs. if i restart with the modem swichted on internet connection is ok, but if i switch off the modem while the system is running the computer hangs. i have an always on net connection and am using vista ultimate.
