System restore. my system restore was disabled. it started when i got unfected with the destrukto

my system restore was disabled. it started when i got unfected with the destrukto virus. the virus disabled my task manager, system restore and run. i got rid of the destrukto using the noobkiller and my task manger and run were restored. But the system restore is still disabled. And it doesn't appear on the sytem property box. i was told that if sys restore doesn't appear on the system property, that means i don't have an admin acount. How come? I own the laptop! please help!
