System won't power up

Question

With AC plugged in and switch on, the Blue "STBY" LED no longer lights steadily.

symptoms:
Power on
LED flashes 1x for ~0.25 seconds
Screen comes on BLUE nothing else
after total of ~7.7seconds cycle repeats:
Screen blank, LED flash, screen blank, Screen Blue
Blank time ~1.1 sec; Blue time ~6.6 sec

System does not repsond to any button pushes nor to remote control
