Like the person above me said, there is a range of options for cost. I would recommend looking into hostels if you want to go more cheaply. Things are fairly inexpensive (to me, anyways, from the US) Most things we pay for here are much cheaper in BA.

The weather should be pretty nice in mid-February down there. I went in the summer (here) and it was chilly and windy. However, since it's chilly and windy here right now, I am thinking it will probably be a late summer type of atmosphere. They are about opposite of us in the US, as far as weather. Winter here=Summer there.

While in BA, I'd recommend visiting the historic places, including Casa Rosada and the museum underneath. Also, Recoleta and the cemetery there are really neat. That's where famous Eva Peron (Evita) is buried. The shopping is great in that area, as well. Be sure to visit some markets, go to a tango show and eat at a parilla (a giant grill restaurant.)

full range of options, from dirt cheap to 5+ pricey.  Find a local host in advance, if you can, and you will have a great time.  Get out of the city for at least a couple days.  The best of the best is in the countryside!
