  1. lol, there are many tax cutters out there. What you saw was the most lowest and simplest way to cheat on tax by business. This is very risky, yet it may perhaps be less riskier than corporate tax mishaps. You can contact a local IRS office, but I don't know how much they will listen to you. Since they are using a technique that can only be caught directly by IRS, you might have a hard time convincing IRS to investigate it. After all, if it is a small business, IRS have bigger fishes to go after. IRS can go in and audit every transaction, but measuring ice cream is very tricky. Unless they are into deep that IRS can catch it, I wouldn't count on them to actually audit their ***. My advice? Use credit next time...lol... Yet, if you use credit or debit, you are actually not helping the economy partially since credit card companies do cut business revenue substentially.

  2. Possibly both - was there a sign saying how much whatever you bought should have cost?  $6 should buy a pretty substantial concoction - did a sign say $6 for whatever you got?  $1 would be pretty cheap for a mall ice cream unless it was a small cone or dish.

  3. Report to the IRS and also to the State.  A similar thing happened to me so I hung around for awhile to see if the same thing happens to other customers.  Since it did, I called the IRS at their 800 number and the State of California.  The person is committing a crime since they are stealing money.  If it was an employee they are stealing from the employer and from the IRS by not reporting their gross income properly. If it was the employer doing this, they are stealing from the IRS and you and me by not reporting their gross income properly, which makes us pay more taxes to cover their shortage.

  4. It it was a low level worker, he may be "supplementing" his wages.  If it was the owner, he may be trying to fudge the records to show lower than actual sales.
