  1. False.  You don't see much mud in the rivers and streams.

I would say true.  High rainfall area.  Variable and abrupt topography in sections.  Restricted flow in some areas (water gaps).  In fact pretty well the entire topography of the state screams of features produced by water erosion.  The only question for me is whether this is a "risk" in the sense you wish it to be.

    I would think that building engineered structures (roads and bridges, for example) without taking into account an elevated likelihood of water erosion undercutting those structures would be irresponsible.  That sounds like a reasonably high risk to me.
