TV making weird static noise?

Question

I have an LCD TV, 42 inch Vizio with the speakers at the bottom. We have had it for a year, and just recently got new Cable (Time Warner), and today we hooked up the DVD player, but whenever a movie plays, it's like this weird static backdrop noise coming from the speakers. I taped the cables in the back to make sure that everything was okay, and it seemed like it was. Just despite how loud the TV plays, I can hear the sound clear. It's so annoying, and I don't know how to stop it.
