TV picture won't open.

Question

32" Sylvania color TV about 4 years old. Sound is fine but the picture will not open. There is a horizontal line of color, movement and light about 1/4 inch wide across the width of the picture tube but it will not open the rest of the way. Have tried turning it on and off and get the same results every time for several weeks.
