T_T Steps to doing or do it right. May you explain the difference?

I know the one that has "doing" after "to" is the correct one, but I don't undestand why. May you explain it?

1) Steps to doing It Right

2) Steps to do it right (I'd write it like this) Why not?

And these examples. Why don't they follow the same pattern?

1) The time to say the truth has come. (Why not "saying")

2) We need a pair of scissors to cut nails. (Why not "cutting"

:S Do you know the name of this part of grammar is?

  1. "ing" verbs are called "gerunds".

    Commands are called "imperatives".

    Thanks, Joseph, for your respect when you answered my questions on the French Schwa. All one has to do is google the "French schwa" and learn that many books and articles have been written on this topic.

    Spanner wrote me that he has figured out that the French schwa is my blond German girlfriend. He says the reason I ask about the French schwa is that I feel guilty about this girlfriend!!

    Am I obsessed with the schwa or just trying to find someone like Joseph who really knows what it is?
