Taiwanese, I want to visit my husband in U.S. It's expensive and slow. Should I go with non-immigrant visa?

I'm scared they won't accept my application for a resident visa. I want to move in with him in Washington. I'm scared the $4,000 or so will be wasted on the application. In the meantime, I really want to visit him. Will the non-immigrant visa lower my chances of getting my application accepted eventually?

If you are married, why wouldn't they accept your application?  If your husband is an American, the process should be done in less than a year.  How would you apply for a non-immigrant visa?  If you mean a tourist visa, the INS might refuse it as they will think that you are coming to stay with your husband.  A work visa has to be sponsored by a US employer.  Even if you get the visa, how will you explain the change of status?  This will only work if you go to the US and leave before the visa expires.  Once you overstay, it will take much longer to go to the US.
