You may find owner carries, but assumable mortgages are not common, even if you do find one, you are still going to have to qualify with the lender.  

In my area, owner carries require a significant down payment, I see alot of 25% figures.  There will still be a credit check too.

California is a huge state, you may want to narrow your search.
