Taking a puppy to Azerbaijan Baku .how is the best way for the puppy it will be 13 weeks old, small toy ,size of carrier ,best airline BMI go there so does Lufhansa .............

First off, you need to find out what the quarantine restrictions are for the country you are taking the dog to.  There are rules and protocol that must be followed.  A puppy this young is still learning to socialize with people and other animals and should not spend several weeks to months in quarantine.  It also does not have the proper number of vaccines to have developed enough immunities to bacteria and viruses it could encounter in quarantine.

    Beyond the quarantine and import issues you'll need to consult your airline.  For the puppy to ride in the cabin you will need an airline approved carrier.  Most airlines limit the number of cabin pets per flight.  There is also a charge for bringing your pet as a cabin pet.  Your dog will need a heath certificate from you vet.  You will need to restrict all food and water for at least 12 hours prior to flight.  Your dog will need to remain in the carrier from the time you enter the airport until you leave the airport at your final destination.

    If you wish to send the dog via cargo you will still need to limit it's food and water and obtain a health certificate.  Airlines also have restrictions on sending pets as cargo during certain times of year.  

    It is best to call the airline you wish to use directly and speak with them regarding flying with your dog.
