Taking hops to Italy(military)

Question

My husband is in Italy he is unable to come to see me as of right now is there any way that I could take hops to see him? If so how does the process work, how much will it be, and do I have to stand by? If I have to stand by how long does that take? Does anyone have a website that I can go on to find out more about hops?

is he stationed OCONUS? Unaccompanied or accompanied?  is he deployed with OIF/OEF?  

Dependents may NOT fly Space A from CONUS unless their sponsor is with them or their sponsor is deployed as part of OIF/OEF

each Air Base has different flights coming and going and the schedules are no longer available online.
