Tales of Symphonia (game cube) help?...?

how do i get Genis to learn Ice Attack (or whatever...) i think im missing something really obvious...

icicle he learns at level 11.  He learns ice tornado at level 29 (use icicle 50 times) when in the T-type affinity (the meter beneath his level in the menu).  He learns Freezer Lance at that level if he's an S-type.
