Taxi cab drivers and owners---- How do you start a taxi company?

I'd like to start a taxi company, but online articles aren't the only piece of advice I'd like. :-) Any suggestions/answers?

Need to contact the city you want to do business in for all the permits and licenses. Need to hire and train drivers. Need a fleet of vehicles. From cars to mini buses.
