  1. Aren't we being taxed enough already??

  2. I live in NJ. We get our cars inspected every other year unless it is brand new. We aren't taxed, but if they don't pass the emissions test, we fail inspection. This does not include the people who have a friend of a friend inspect and pass the car if you slip them a twenty! Don't know what other states are doing, but Jersey seems kinda fair in thier methods of trying to control smog!

  3. Yes, it is the Global Warming Solutions Act of 2006..  See the website.  Among other things

"A ban on retail sale of refrigerants used in automotive air conditioners. This would force hobby mechanics to seek out professional shops, which already have sophisticated equipment to prevent these gases from reaching the atmosphere during repairs."

Proving once and for all that the legislators in Sacramento are total, blithering idiots (or took a pot-load of money from auto repair shop lobby groups, which is more likely).  Presumably the legislators know California voters are idiots who don't have the slightest clue as to what global warming is or what gasses may contribute to it.
