Tcp connection only?

my isp allow me to make tcp connection only how can i use it to make http freely it work with sock proxy and vpn but they are costly and the free is crappy

not sure if I understand your question, but HTTP is a TCP connection.  VPN typically uses UDP ports for tunneling.  If your ISP doesn't allow UDP,  I would find a new ISP.
