If someone took classes in college, looking to teach high school, then decided to teach grade school, would they still be qualified.

No.. there are a number of degrees in the education field. The elementary education degree in Illinois certifies you to teach K-9. However, you must be middle school endorsed (requires extra classes- to teach middle school) The secondary education degree is 9-12. The two degrees involve very different classes and tests. For example- my friend is getting her secondary degree (to teach high school) and I am getting my elementary degree. We are in two different programs and are classes are very different.
