Technical Analysis Question-Please explain the following formulae?

1)(close = highest_close[15] and close = highest_close[-15]) * close * -1

2)(close = lowest_close[15] and close = lowest_close[-15]) * close * -1

You are taking the formulas out of context, so it is hard for me to guess what close, 15, -15 highest close, lowest close could possibly mean.
