I think Ted diBiase's career in WWE is modeled after Edge's and Brian Kendrick's. Both also started their careers as relatively tag team performers before getting their respective pushes in their singles career. Thus, he should get his push as a singles performer by winning the Intercontinental title later on when he has cemented his reputation further in the tag team career.

With regards of the Intercontinental title, in my opinion, it is a special belt in which it is the first step of many wrestlers to main-event status. Edge and Randy Orton first got their push by winning this belt first, and if Ted is to get his own push as a singles performer later in his career, he should become the new intercontinental champion, but not now.

Thus, if he does get the push, we will see him start by winning the Intercontinental belt. Just be patient, the time will come.
