  1. Drugs, alcohol, racing or just bad luck, either way that you look at it, it is very tragic.

  3. Over 10,000 teens die in the united states annually.  There are many causes for any one given crash.

  4. There is nothing in the news story you linked to that gives any reason to suspect drinking or smoking had any bearing in this tragedy.    The autopsy reports of the deceased will tell the truth.

    The story did say speed was a factor.   Most probably,  so was inexperience as all were young.   Perhaps speed limiters on cars driven by anyone under a certain age should be considered.

Although many accidents that teens get into are due to substances in their systems, it is not always the case.  The police officer said speed was a factor and that they were all thrown from the car.  This would suggest to me that the driver was speeding and nobody was wearing a seatbelt.  Such a horrible tragedy.
