In the back of my lower set of teeth, on both sides the second from last tooth is loose. Are they permant???

At the back? Not necessarily. At twelve, you might not have necessarily lost your molar baby teeth.

No, these are you baby second molars.  Your adult second premolars are on the way up.

Soon you should be getting your adult second molars, which will come in behind the last tooth on the bottom.
