Telephone answering system that routes calls to pastors/staff cell phones

We are a growing start-up church and need a telephone answering solution where the caller can either be directed ("Press 1") to a recorded message telling service times and directions or ("Press 2") directed to the youth pastor's cell phone, the ("Press 3") Small Group Coordinator, or etc. Can we achieve this with a machine or PC Software or do we need to hire a service??
