no they are national rate numbers, that charge about 9p a minute, and it won't count as inclusive minutes if you call from a mobile.

No, they are charged at up to 5p/minute from a landline phone, and more from mobiles.  

Although originally planned to be "local rate" you will find that they aren't normally included in any inclusive call allowance you may have and can therefore be more expensive to call than a "normal" 01/02/03 phone number, especially from mobile phones.

In general, from a landline phone in the UK, you can tell what you'll be charged by looking at the first three digits of the number:

080..... = free to call

084..... = up to 5p per minute

087..... = up to 10p per minute

no they are just lo-call numbers but beware if you are calling from a mobile as even the free 0800 numbers will cost you money :)
