Telephone question?

i have a odd question. does any one know why this happens when i call some one.. just one person from any phone i have .... any ways when i call this person my phone says im connected but i hear no ringing on the other line...than later i hear a busy signal and it dont matter what phone im using or whos phone this happens all the time.any one have this happen to them before?

If it's just one person, and the same person each time, I would guess that there's something wrong on their end. Ask them.
