I think this quote means that as humans we have a 'choice'.

Doesn't matter where we are, or in what position we are in, but in any situation, humans always have the 'opportunity' to be kind.

However, whether humans opt to take that route is another story, but in essence, humans can make this world a much better place by simply taking that option of kindness every time.

The choice is upto us how we react to a situation.
