I think It _sounds_ like a scam, but Rensselaer Polytechnic Institute does seem to have a decent reputation, so I don't know, but still, you asked what I think, and I think it sounds like a scam. The page says they have applied for a patent, it would be interesting to read the patent  when (and if) it is granted.

There are lots of internet references to the abstract, but none to the actual paper itself. But the links seem real.

The abstract says nothing about how much power is actually developed by the cell. The amount of power may be so low that it is actually useless.
