I am moving out of my apt after 9 1/2 years and due to burning candles over those years my landlord states I have to prime the apartment before moving out or I will not receive my security deposit. I live in Wisconsin. Is this accurate?

  1. Presumably this is a rental.  Consequently, the landlord should not be able to charge you for "normal wear and tear", espcially if he has not offered to paint the place in over 9 years!  Check your lease and then give a quick call to the landlord-tenant agency in your state.  They should be able to tell you whether you have any responsibilities here.  However, if the candles (or anything else) DAMAGED the integrity of the fittings in your apartment (carpet burns, wax burns  or wax left behind) you would be responsible to fix it before you leave.

  2. You basically have to leave the apartment the way you moved in. The deposit is for fixing everything you broke/ruined. If that means you have to prime, then i would do that.
