No, that is the simple present in the passive voice.  The active equivalent:  People consume 1,000,000 pints of beer daily in Germany.

Present continuous:  People are drinking beer now.  You cannot use present continuous for something that happens every day.  Simple present expresses actions that happen every day, every week, sometimes, never, always, etc.
