Tension problems. I have had the machine checked but top of project has alot of loose looped

I have had the machine checked but top of project has alot of loose looped stiches adjusted top tension with no change. tried different kinds of stablizer, tried it underneath and on top and both. does it possibly need a new race? Please help ready to put it the garbage
