Test a IC in a TV?

How do I test a IC in a TV circuit. Trying to fix my KV27FS100 TV and forums point to checking a particular IC for a short. How do i use multimeter to test it? Here's the V for each of the pin in a manual:

Pin 1-3 --- 2.2 v

Pin 4 - GND

Pin 5 - 5 v

Pin 6 - 200v

Pin 7 - 139.7v

Pin 8 - 142v

Pin 9 - 138.6v

Pl provide steps to use multimeter to test the short.

  1. turn on your multimeter, switch to voltage,

    then touch the red lead to pin 1 -3, 5 - 9, respectively while touch black lead to pin 4 (ground), and read the voltage off the metter. For example,

    1. read lead to pin 1 and black lead to pin 4, if it read 2.2V, then it's ok, if it's 0V or something in mV, then it's shorted.

    do the same for every pin.
