This is largely True.  Non-cyclic photophosphorylation produces all of the NADPH needed by the dark reactions.  It could potentially produce all of the ATP needed as well.  But, it is possible that some of the ATP required has to be supplied by cyclic photophosphorylation that operates concurrently with the noncyclic process.  This is a subject of controversy among photosynthesis researchers.  Nevertheless, the noncyclic pathway is very dominant in furnishing NADPH and ATP.
