Texturing Pre-Wallpaper?

My home has the sheetrock that has pre-wallpaper. The wallpaper CANNOT be removed - its part of the sheetrock.

They wall paper is very slick and shiney. What is the propper way of adding texture / paint to these walls?

prime the walls first with an oil based primer.  this will seal the paper.  Then texture as you would a normal sheetrocked wall.
