Thai passport renewal and name change?

My Girlfriend is fom Thailand and her passport needs renewing. She went to the Thai embassy in London but they would not renew it because her last passport has her ex husbands surname and as she is now divorced they would not renew it in London and said she has to go back to Thailand to get it renewed with her original name. Surely it cant be that difficult to renew a Thai passport?
