We haven't seen the extent of the power of the 8-tails but probably Nappa, since the DBZ universe is based on all those over-the-top moves that can destroy planets (I love it! LOL) Its different shows and as i said we haven't seen the extent of the 8-tails power so i don't know. I'm guessing Nappa though since he's from the DBZ universe

Nappa can take out entire races. The kyuubi was subdued by one man and a baby. I think it is fairly obvious who would win
