1) No, beam won't run until September and collisions will happen after that.

2) The world won't end because of the SUPER program.  Students Under Prevasin Exposed to Radiation.  It is believed that by exposing children to the beam, they can be imbued with superpowers that will enable them to save the world from the black holes the collisions will induce.
