    Just because the flow of traffic is going faster,   doesn't mean it is wise.   If fast traffic closes on you from behind and makes you feel uncomfortable,  take a ramp or  just keep right and let it pass.

    B is good for two reasons.   The  posted limits are usually determined with safety and the normal conditions in mind.    And you won't get ticketed.  

    D.   Some locations it may be legal,  but not wise.  High speeds consume more fuel,   and can raise maintenance issues as well.

    Sometimes it's a judgment call. Drive defensively. Pay attention to other drivers and make 0 assumptions about what their next move is. That's the best way to avoid an accident.
