The Black Report and explanations?

Question

My brother asked me to post this question on. He has a sociology exam on friday and is finding it hard to get a grasp on The Black Report and the Artefact explanation. His lecturer told him that the atrefact explanation isn't as relevant as the others and so he should only expand on the material/structural and cultural/behavioural explanations in the exam. Can anyone explain why this is? Thanks :)
