The german kings weren't strong enough because the weakest candidates were elected to be king.Germany had an electoral monarchy in the middle ages with the seven highest sovereigns (=Kurfürsten) having the right to vote.Since they didn't want a strong king who could limit their power, they always agreed on someone who held little power compared to themselves.
