The Great Gatsby:Could "Owl Eyes"& Doctor T.J Eckleburg from the billboard have similar purposes in the novel?

I'm Confused!

Could Doctor T.J. Eckleburg and Owl Eyes be the same person? The purpose of Doctor T.J. Eckleburg in the novel is to represent god BUT he's a billboard who can't move and so he could only see what's happening in the valley of ashes and I'm asking if Owl Eyes could be Doctor T.J Eckleburg but like the movable version were he watch over everything else.

The Reason why this possibility occurred to me was because in one part of the book Nick told Owl Eyes that he looked exactly like the billboard and Owl Eyes knew exactly which one he meant!
