  1. About 1-2% of parents were affected by a software issue that had the IRS skipping their children when calculating the rebate.  You would probably know if you were one of the affected parents because you would have gotten the child tax credit on your tax return and "0 children" on the rebate explanation letter.

These refunds are being done systemically, but the money is going out after the first round of stimulus checks was to be completed.  Since those chiecks were through 7/11, early August is not unreasonable.

    To know for sure, call.

  2. Are you sure they shorted you?

What did the letter say that you received before the check?

Most people who think that they were shorted received the correct amount.  They assumed that they would be receiving the full $600 for themselves when they really only qualified for $300 due to a low 2007 tax liability.

  3. If you are truly owed you will receive no later than late August.

  4. Did your letter say $600 for you and zero for your child then you might have had an error on your return and would still get the money for your child - see the last answer at  http://www.irs.gov/newsroom/article/0,,i...

Or did it say $300 for you, $300 for your child?  If that's the case then chances are the $600 total is all you are entitled to.  The money for you was $300 UP TO a maximum of $600, depending on your tax liability, not a flat $600.
